 MCOA Strongly Supports the Following Amendments to the FY18 SWM Budget

 MCOA MEMBERS:

 The Massachusetts Association of Councils on Aging and Senior Center Directors (MCOA) is supporting several key amendments to the FY18 SWM Budget. Please join your elder advocates and COAs across our Commonwealth to support these valuable programs during the FY18 Senate debate process.

Preserve Adult Foster Care

 

Ms. Flanagan and Mr. Moore moved that the proposed new text be amended in section 2, in item 4000-0601, by adding at the end thereof the following: “provided further, that the payment rates for the adult foster care program shall not be lower than the rates in effect for fiscal year 2016”

Messrs. deMacedo and Cyr and Ms. L’Italien moved that the proposed new text be amended in section 2, by adding the following new line item: “0950-0030 For the commission on the status of grandparents raising grandchildren……$111,714”

Ms. L’Italien and Mr. Cyr moved that the proposed new text be amended in section 2, by inserting the following new item:- “9110-1635 For adjustments to rates and capitations for home and community based services provided through line item  9110-1630, 9110-1633, 9110-0600, and 4000-0601;  provided further that $3,100,000 shall be provided for an add on to established capitations  in line item 9110-1633; provided further that $6,800,000 shall be provided for an adjustment to approved program rates issued under line items 9110-1630 and 9110-0600 to provide a rate add-on for wages, compensation and/or salary related costs for personnel providing homemaker and personal care homemaker services; provided further that $4,160,000 shall be provided for adjusting rates for home health aide services funded through line item 4000-0601  for the purpose of providing Title XIX services; and provided further that all funds in the Community First Trust Fund established in section 35AAA of chapter 10 of the General Laws that are subject to appropriation but not otherwise appropriated shall be expended towards this line item… $14,060,000/ Community First Trust Fund 100%”

Messrs. Timilty, Eldridge, Cyr and Moore moved that the proposed new text be amended in section 2, in item 9110-1900, by striking out the figure “$7,257,869” and inserting in place thereof the following figure:- “$8,426,277”.
